To work out the empirical formula check that all the values add to 100%.

If not assume that the remainder is oxygen (the normal analysis is C:H:N).

Take the percentage values, assume they are grams, and then convert to moles by dividing
by the atomic mass of each element.

Divide the moles for each element by the value for the element with the smallest number of moles.

Convert the final ratios to integers either by a small amount of rounding or by multiplication
